UNDP Robocall Surveys – Citizen Consultation & COVID-19 Impact Assessment

Sysmatixx collaborated with the United Nations Development Programme (UNDP) to deliver a technology-driven, large-scale citizen engagement initiative titled "UNDP Robocall Surveys – Citizen Consultation & COVID-19 Impact Assessment". The project was designed to collect actionable insights from citizens in Pakistan’s Merged Areas, ensuring inclusive representation of women, youth, disabled persons, and the trans community.

The surveys were conducted using Sysmatixx’s advanced robocall infrastructure, capable of processing up to 250,000 calls per day, with a unique two-part approach:

  1. A human-led introduction for gathering demographic data (age, gender, tehsil)

  2. A fully automated IVR system for administering sector-specific or thematic questionnaires

The project was divided into two key components:

1. Citizen Consultation Surveys

  • Engaged 12,000 respondents across 6 key development sectors, with 2,000 respondents per sector

  • Captured citizen feedback on Accelerated Implementation Programme (AIP-1) and their public investment priorities

  • Helped map development needs across age groups, genders, and geographic regions under budget constraints

2. COVID-19 KAP (Knowledge, Attitudes, Practices) & BIZ (Business Impact) Surveys

  • Assessed public awareness and behavior regarding COVID-19 safety protocols

  • Measured economic impact on businesses and livelihoods across different population segments

  • Enabled rapid, cost-effective feedback collection during a public health emergency

Sysmatixx managed the end-to-end survey operations, including:

  • Software and IVR system development

  • Real-time data capture and validation

  • Gender-sensitive protocols for inclusive participation

  • Daily reporting and integration with UNDP’s analytical dashboards

This project demonstrated the powerful potential of digital outreach in hard-to-access regions, combining technology, community insight, and development goals into one robust engagement model.
