Citizen Trust Survey in Khyber Pakhtunkhwa & FATA
Sysmatixx was engaged as the technology and survey partner for the Citizen Trust Survey in Khyber Pakhtunkhwa (KP) and Federally Administered Tribal Areas (FATA). The project was undertaken by the PCNA-Implementation Support Unit, operating under the Planning & Development Department, FATA Secretariat, in collaboration with the Governance Support Project and University of Peshawar.
The objective of the survey was to evaluate citizen satisfaction and trust in government-led development projects and public services. This proactive impact assessment was essential for improving governance models and service delivery mechanisms in KP and FATA. Sysmatixx was tasked with conducting 16,000 telephonic interviews, targeting active mobile subscribers randomly selected across various tehsils of KPK and subdivisions/Frontier Regions of FATA.

Capturing active subscriber data from all telecom networks

Developing a system for randomized respondent selection

Executing short telephonic questionnaires in the preferred language of respondents

Ensuring survey coverage aligned with geographic quotas

Managing real-time incentive distribution of PKR 100 to each participant upon survey completion
This large-scale survey was backed by a custom software solution enabling automated dialing, response logging, real-time incentives via balance transfer, and robust data validation protocols. The entire operation was monitored live, with full call recording and compliance with ethical standards, particularly for consent and data privacy. The insights derived have been instrumental for the FATA Secretariat and KP Government in identifying gaps, reforming policy, and improving citizen engagement in governance.
